"주변지대 높아져 홍수때 침수"..농어촌공사는 난색

"우리 지역만 농지 리모델링 사업에서 빠지는 바람에 주변 지역보다 낮아져 비가 많이 오면 침수될 게 불 보듯 훤합니다."
경북 구미시 해평면 문량리에 사는 최주학(59)씨는 "올해 말에 4대강 살리기 사업으로 농지 리모델링이 모두 끝나면 우리 농토는 저지대로 변한다"며 불만을 토로했다.

3월 20일 구미시에 따르면 한국농어촌공사는 지난해 6월부터 낙동강과 맞닿은 문량리 일대에서 농지 리모델링 사업을 하면서 최씨를 비롯한 120가구 주민의 땅 81㏊는 제외했다.

이에 따라 낙동강 둑과 리모델링하는 주변 농지 사이에 있는 이 곳은 상대적으로 지대가 낮아져 움푹하게 꺼진 형태를 띠고 있다.

농어촌공사는 농지 리모델링 설명회를 하고 동의서를 받을 때 주민들이 반대해 사업 대상에서 제외했다고 밝혔다.

그러나 이 지역 주민들은 농어촌공사가 보상가가 높다며 사업지에서 빼는 바람에 주변 땅보다 상대적으로 낮아져 홍수 때 침수될 가능성이 크고 땅 값도 하락할 것이라며 강력 반발하고 있다.

이 때문에 주민들은 대책위원회를 만들어 국토해양부와 농어촌공사 등에 민원을 제기했고, 지난 18일에는 이재오 특임장관까지 초청해 리모델링 사업지로 편입해 달라고 요구했다.

하지만 농어촌공사나 국토해양부는 올해 말까지 농지 리모델링 사업이 끝나기 때문에 시간이 많지 않는데다 현실적으로 예산과 준설토를 추가로 배정할 수 없어 사업 대상에 포함하기는 어렵다는 것이다.

농어촌공사 구미지사 이철수 지역개발팀장은 "주민들이 지난해 6월에 리모델링 사업을 착수하고 나서야 사업지에 포함해 달라고 적극 요청했는데 현실적으로 어렵다"고 말했다.

이에 대해 문량리 한 주민은 "문량리 일대 모든 농지를 리모델링 하는데 일부만 빠져 주민들의 상심이 크다"며 "리모델링에 따른 보상비도 2년치를 받는 다른 곳과 달리 1년치만 받겠다고 했는데도 안 된다고 한다"고 밝혔다.
