방폐장 공사장 개방..안전성 논란 해소될까 |

한국방사성폐기물관리공단이 7월 11일 중저준위 방사성폐기물 처분시설(이하 방폐장) 건설 현장을 개방해 안전성 논란이 해소될 지 관심이다.
공단은 이날 오전 10시부터 오후 5시30분까지 언론사 취재진과 방폐장 현안해결을 위한 지역공동협의회, 민간환경감시기구에 경주에 건설 중인 방폐장의 사일로(처분시설), 운영 및 하역 동굴을 공개했다.
특히 방폐장을 준공하면 중저준위 방폐물을 최종 처분하는 사일로 공사 현장은 이번에 처음으로 개방했다.
방폐장은 공사 기간이 2년 6개월 연장되면서 연약 암반과 지하수 유입 등에 따른 안전성 논란이 끊이지 않고 있으며 사일로 구간은 암반 등급이 낮은 것으로 나타나 시공 가능성에 의문이 제기되고 있는 상황이다.
그러나 이번 공개가 공단의 취지대로 안전성 논란을 불식시키는 계기가 될 것으로 기대하기는 무리라는 지적이다.
공단은 이날 하루 5차례로 나눠 방폐장 건설 현장을 공개하면서 각 방문단에 브리핑 10분과 시찰 20분에 이동 시간까지 포함해 1시간만 할애하고 있다.
이 때문에 방폐장 건설에 대한 공단의 설명을 듣고 공사 현장을 눈으로 한 번 살펴보는 정도의 전시성 개방이라는 비판이 나오고 있다.
이와 관련, 최양식 경주시장 등은 안전성 의혹을 풀기 위해 국제공인기관이 참여하는 조사를 요구하고 있고, 일부에서는 안전성 문제를 해결할 때까지 방폐장 공사를 중단해야 한다고 주장한다.
그렇지만 공단은 이런 문제를 해결하기 위한 근본적인 대책은 마련하지 않고 있다.
게다가 이번 개방은 당초 김관용 경북도지사와 최양식 경주시장의 방폐장 방문 계획에 맞춰 언론 등을 포함한 것으로 알려졌지만 김 지사와 최 시장은 이날 방폐장 현장을 찾지 않았다.
이에 대해 공단 관계자는 "수명 연장 논란이 일고 있는 월성원전 1호기 재가동이 임박하면서 지역의 반대 여론이 거센 민감한 상황이어서 김 지사가 일정을 취소한 것으로 알고 있다"고 말했다.
내년 11월 설계수명이 끝나는 월성 1호기는 2009년 4월 압력관 교체 등 설비 보수를 위한 가동을 중지했고 한국수력원자력㈜은 교육과학기술부에 오는 17일 재가동을 신청한 상태다.
그러나 경주시의회와 시민단체, 원전 및 방폐장 주변지역 주민들은 방폐장 공사 중단과 함께 월성 1호기 수명 연장을 반대하는 집회를 잇따라 개최하는 등 강력 반발하고 있다.
환경단체 관계자는 "시민단체 등에 현장을 개방하는 것은 바람직하지만 고위 인사의 방문에 맞춘 일회성 행사라면 문제가 있다"며 "안전성 문제를 해소하기 위해서는 공학적인 보강으로 시공이 가능하다는 말만 되풀이 할 것이 아니라 공사 과정에서 새로 나온 조사 자료를 갖고 충분한 논의를 해야 한다"고 주장했다.
공단은 이달 중에 환경단체와 시민단체 등을 대상으로 2차 공개 행사도 마련할 계획이다.
방폐장은 현재 종합 공정률이 80%이고 내년 12월 준공할 예정이다.
방폐물관리공단 이용래 이사장 직무대행은 "방폐장이 준공 1년여를 남겨두고 있는 시점에서도 안전성 논란이 일고 있는 점은 우리 공단이 극복해야 할 과제다"며 "지역민들과 적극적으로 소통을 하고 현장을 비롯한 정보를 투명하게 공개해 안전성을 바르게 알리겠다"고 말했다.
