제비 갈매기과에 속하는 수컷 쇠제비 갈매기 한마리가 제법 굵직한 물고기를 물고 암컷들 사이를 뒤뚱거리며 걷고 있다. 흡사 술에 취해 홍등가의 밤거리를 배회하고 있는 모습이다.
수컷이 물고 있는 물고기가 탐이 난 암컷 한마리가 은근히 수컷 앞에 멈춰서더니 자세를 낮추고 엉덩이를 치켜든다. 그 순간을 노리고 있던 수컷이 재빨리 암컷 등에 올라타고 몸을 부르르 떨며 순식간에 짝짓기를 마치고 내려온다. 암컷은 그 대가로 물고기를 받아먹는다.
성을 매매하는 행위가 인간들 사이에서나 있는 일인 줄 알았는데 동물의 세계에서도 있었다. 그들 곁에는 수많은 다른 새들이 있었지만 강제로 짝짓기를 하거나 암컷이 받은 물고기를 가로채는 새는 없었다. 그들의 매매는 지극히 자연스럽고 질서 있게 이뤄지고 있었다. 저마다 잡아온 물고기를 사이에 두고 암컷들과 흥정을 하고 있었다.
성매매 금지법이 시행된 지도 벌써 몇 개월이 지났다. 이 법의 시행을 둘러싸고 참으로 말들이 많았다. 어차피 막을 수도 없는 일을 대책도 없이 강행하려 한다거나 시급한 민생법안을 미뤄두고 급하지 않은 일로 사회를 혼란스럽게 한다며 많은 사람들이 불만을 터트렸다. 일부 찬성하는 계층도 있었으나 인류의 가장 오래된 직업을 폐쇄해서는 안 된다며 그 부작용을 역설하는 사람들이 더 많았던 것 같다.
법을 만든 쪽에선 여성의 권익을 신장하기 위한 일이라 주장했지만 정작 그 수혜자로 지목된 사람들은 생존권 사수를 외치며 법 시행을 반대해 왔다. 성매매 자체가 자신들의 권익을 침해하는 일은 아니라는 것이다. 그들에게 필요한 것은 자신들을 고용하여 돈을 착취하고 인권을 유린하는 악덕 포주들로부터의 보호 정도였다.
수컷이 물고 있는 고기가 마음에 들지 않으면 암컷은 슬슬 자리를 피하며 무관심한 척했다. 안달이 난 수컷은 곧장 날아가서 더 큰 고기를 물고와 암컷을 유혹했다. 간혹 짝짓기를 마친 뒤 고기를 주지 않고 달아나는 수컷도 있었다. 욕심만 채우고 화대를 떼어먹는 사람을 닮은 놈인가 했더니 자신이 파놓은 구덩이에 알을 낳을 수 있도록 암컷을 유인하는 행위라고 했다.
무슨 일이든 여론이 냄비 끓듯 하다가도 쉽게 망각해 버리는 국민성 덕분인지 요즘은 성매매와 관련된 얘기들이 수면 아래로 가라앉아 있다. 성매매 행위가 법을 피해 음지로 숨어들었다면 더 큰 사회적 문제가 일어 날 수도 있을 것이다. 특별한 대비책이 없다면 많은 사람들이 우려했듯이 각종 성병이나 에이즈를 급속히 확산시켜 나갈지도 모를 일이다.
암컷은 달아나는 수컷을 뒤쫓아가서 기어이 물고기를 받아먹고는 수컷이 파놓은 구덩이에 알을 낳는다. MBC 자연 다큐멘터리는 그들의 성매매 행위를 낱낱이 녹화해 두고 있었다. 쇠제비 갈매기들은 성매매 금지법이 시행된 것을 모르고 있었다. 아마도 곧 벌금형을 받거나 그들의 신상이 지상에 공개될 지도 모를 일이다.
